This paper analyzes South Korea’s controversial construction of a new naval base on Jeju Island. The base’s construction has met vehement resistance from domestic environmental and pacifist groups, but the paper's author argues that the recently completed facility will serve key strategic functions, not only by boosting South Korea’s own national defense capacities, but also by accommodating the interests of the US Navy and other allies.
