This brief discusses the poor odds of jump-starting an inclusive, peace-creating 'national dialogue' in Sudan. Unfortunately, year-long preparations for such a dialogue have fallen victim to political maneuvering and a new preoccupation with the country's looming elections. Despite these problems, the brief closes by arguing that there are specific ways to improve the chances for negotiations, which it highlights.
