This report examines Turkey’s engagement in Somalia – in particular Turkish aid to the country, including both official assistance and that delivered by NGOs - and highlights the potential risks and opportunities presented by this aid. The authors argue that although Turkey’s positive reputation and extensive engagement put both its government and NGOs in a strong position to ensure that aid contributes to long-term peace in Somalia, Turkish agencies have also been at risk of inadvertently fueling conflict dynamics in the country. They also offer recommendations on how the Turkish government and NGOs can improve their delivery of aid.
