This paper discusses Egypt's River Nile water policy and the country's dispute with Ethiopia over Addis Ababa's use of the river's water and the construction of a dam. The authors contend that Cairo has moderated its policy toward the dam and that it is seeking cooperation with Addis Ababa rather than further conflict. However, they also suggest that this change of strategy by Egypt does not signify an end to the conflict over distribution and use of the Nile water resources between the two countries.
