This is the first of a two-part report which highlights the burgeoning impact that autonomous technologies – i.e., those that are capable of operating without direct human control – are having on national security agendas. More specifically, this part of the report examines the defining characteristics of these types of technologies, to include their potential lethality, their military and cyber-security implications, and their possible impact on the geopolitics of the Asia-Pacific region.
