This paper discusses the ongoing transformation of Japan’s security policy in connection to the Japanese hostage crisis in January 2015. The author examines public opinion in the country and contends that the hostage crisis supports two of the Abe administration’s top policy priorities 1) the securitization of official development assistance (ODA), and 2) a gradual shift towards a more assertive and proactive Japanese involvement in international security politics.
