This paper discusses the Readiness Action Plan (RAP) - agreed on by NATO members at the 2014 summit in Wales - which involves a re-orientation of the military setup of the Alliance so as to place a greater emphasis on collective defense. The author then examines the part that Germany played in shaping the decision to pursue the RAP as a policy as well as the political, military and financial questions that the re-orientation in NATO raises for Berlin.
