This paper contends that Russia is encouraging separatist movements in former Soviet countries in order to limit NATO and EU expansion into its sphere of influence. The author then explores Russia's vulnerabilities to separatist movements within its own borders and the impact the Kremlin's encouragement of separatism could have for European security interests.
