This report examines the key security problems facing three states and one autonomous region in Sub-Saharan Africa – the Democratic Republic of the Congo, Mali, Niger and Somaliland. In particular, the report’s authors focus on the interrelationships between politics, struggling for power and providing security, primarily by non-state actors. Ultimately, what the authors conclude is familiar enough -- statebuilding and security sector reforms will not lead to peace. Only resolving ‘root cause’ problems will do that.
