This brief evaluates the shortcomings of the EU’s policy approach to Azerbaijan. To do this, the author first assesses the respective positions of Azerbaijan and the EU towards one another, arguing that the EU’s dependence on Azerbaijan’s energy resources has weakened the normative dimension of EU policy towards Baku, such as the promotion of democratic reform. He then offers recommendations for a more holistic EU policy towards Azerbaijan, one that combines both the EU’s normative goals and its pragmatic interests.
