Well, can roads literally lead to peace? If having robust infrastructure has long been recognized as a way to promote economic development, might it not also help deal with conflict and fragility too? The problem in the latter case is that there is little proof that this type of investment can provide security benefits to FCAS, let alone expose them to best practices. This report tries to deal with these problems by exploring six challenges that define them at this time.
