This paper discusses the “global maritime fulcrum” doctrine put forward by Indonesia's President Joko Widodo to rebuild the country’s maritime culture and expand its economy. In particular, the authors analyze the potential impact of this doctrine on Indonesia's foreign and defense policy; the strategic challenges facing the Widodo administration in the next five years; and Indonesia’s probable defense outlook under the doctrine. They also highlight potential areas for defense and security cooperation between Indonesia and its strategic partners.
