This paper focuses on the controversies surrounding the carbon capture and storage (CCS) initiative, and its slow implementation by the EU. In the latter case, the paper 1) examines the role CCS plays in both the EU's ‘unambitious’ climate policy and emission trading schemes, and 2) contemplates the policy challenges Brussels faces in trying to promote CCS.
