This paper looks back at the implementation of the Joint Plan of Action (JPOA) in the P5+1 nuclear negotiations with Iran, which pledged to “conclude negotiating and commence implementing” a comprehensive solution “no more than one year” after its adoption. It then examines the extent to which the Joint Comprehensive Plan of Action (JCPOA), agreed upon at the April 2015 Lausanne negotiations, adheres to the letter and spirit of the JPOA. The authors then highlight three pertinent challenges the negotiations face going forward.
