This paper discusses Australian strategic policy using a framework that sets out how such policy is made. This framework involves: 1) understanding the global environment in which the country exists, and which is largely out of the control of the country; 2) determining the role of Australia and its regional role; and 3) acknowledging a set of constraints that binds these roles.
