This paper stresses the importance of establishing an inclusive society in order to reduce conflict, improve governance, and promote democratization and economic growth in fragile states. It also describes why inclusivity is so elusive and what the international community can do to promote it. The community can, for example, 1) help forge stronger senses of nationhood (via reforms in the law, public policies, education, media practices, etc.); 2) unite different religious groups to fight poverty and disease; 3) professionalize civil services and much more.
