This commentary discusses Indonesian President Joko Widodo’s policy for quelling the separatist movement and accompanying low-level guerilla insurgency in the country's Papua region. The author explains how Jokawi's policy combines welfare building and state investment with an intensified security apparatus in order to increase Jakarta's sovereignty over the region and points to some of the potential pitfalls of using such an approach.
