This commentary discusses the debate between the organizations responsible for providing security against piracy in Southeast Asia over the seriousness of the threat of piracy in the region as well as the role they play in dealing with the threat. In particular, the author focuses on the role in this debate and the responsibilities of the Singapore-based Regional Cooperation Agreement on Combating Piracy and Armed Robbery against Ships in Asia (ReCAAP) as well as the Kuala Lumpur-based Piracy Reporting Centre (PRC) of the International Maritime Bureau (IMB).
