This paper discusses how countries in the South China Sea region are increasingly using coast guards and other civil maritime services to enforce their claims to territorial waters. The author particularly looks at China’s coast guard fleet, which is the largest in the region, and how several Southeast Asian countries are following China’s lead in adding new and better ships to their civilian maritime forces. Finally, he analyzes how this buildup could affect regional stability.
