This paper provides two frameworks to help differentiate between the different forms of experiments in Participatory Budgeting (PB), referring to a decision-making approach in which citizens are actively involved in the allocation of public resources. More specifically, the first framework provides a way to grade the different experiments in PB while the second tool identifies factors that underpin the experiments, such as efforts to bring about democratic change, improvements in transparency, or good governance. Finally, the authors assess the contribution PB can make to democratic governance and the challenges that face PB.
