This paper looks at how the EU has used its Neighbourhood Policy (ENP) to respond to developments in the Middle East and North Africa following the Arab Spring and the increases in migrants attempting to make their way to Europe from these regions. In general, the author contends that the EU has not responded to the crises that have followed the Arab Spring either sufficiently or swiftly enough and that the ENP has become dominated by an agenda that focuses on controlling migration to Europe, something that has undermined its very framework.
