This commentary discusses the Sunni terrorist organization Islamic State’s (IS) targeting of Islamic Shia groups in Pakistan. In particular, it examines a May 2015 massacre of Pakistani Ismaili Shia citizens by IS in Karachi, and other similar attacks and targeting patterns on Shia groups. Additionally, the author explains some of the political infighting within government departments which is hindering security responses to the terrorist threat.
