This research paper examines the management reforms of foreign affairs processes following the end of the Cold War. The authors evaluate the traditional activities of the national ministries of foreign affairs and evaluate their development within a climate of political change. The paper also compares and contrasts the managerial systems of various Western European ministries of foreign affairs and analyzes their systems for implementing organizational changes.
