This paper provides a historical overview of how America has attempted to find a balance between ensuring national security and promoting civil liberties. The author looks at how several presidents, from George Washington to Barack Obama, approached this balance and examines some specific cases where there was tension between the two positions, including, among others, the Sedition Act passed after America's entry into World War I, and the treatment of Japanese Americans during World War II.
