This commentary analyzes the regional maritime security threats posed by kidnappers and extortionists who are operating in the Sulu Sea. Given the region’s long-standing lawlessness, the text’s author 1) criticizes local states for failing to address this issue in the past, and 2) stresses the need for increased regional cooperation to restore maritime security in Southeast Asia’s waters.
