This paper examines the development of democracy in Estonia during the process of EU integration. It analyzes the interconnectedness of democracy and integration by drawing on discourse theory. The author concludes that EU integration in Estonia has often restricted pluralism, responsiveness to decision-making, public discussion and scope for choice.
