This brief examines the threats posed to aviation security by the MANPADS systems looted from Libyan depots in 2011. After examining the history of MANPADS as well as the models and quantity of weapons expropriated in Libya, the brief's author suggests that the thefts have had little discernible effect on the illicit use of MANPADS in the region. Indeed, it's the newer models that are available in nearby conflict zones that pose a more significant threat to aviation security in North Africa. (Note: MANPADS are portable surface-to-air missile systems that can be carried and fired by an individual or a crew.)
