This paper provides a history of governance in Delhi and the ongoing dispute between the central government and the local government in Delhi over who has authority in particular areas of administration. The author first describes 1) how Delhi has made repeated calls for greater authority - particularly for its legislative assembly which was created in 1992; and 2) how this assembly still has limited authority. He then comments on the deterioration in relations between the central and local authorities since a notification was issued by the Union Ministry of Home Affairs on 21 May 2015, stating that service provision falls within the purview of the central government representative in Delhi, the Lieutenant Governor.
