This paper addresses the potential implications of the growth of Chinese private security companies (PSCs). The author also analyzes 1) how the international PSC market has been influenced by China's growing economic power and the role of Chinese state owned enterprises (SOEs) in securing natural resources abroad; and 2) how the international community should engage China in a common definition of rules and boundaries in the privatization of the use of force. In general, he contends that Chinese PSCs will have a profound effect on the global security landscape and that the international community should work to create a set of internationally agreed rules and regulations on PSCs to help foster transparency and accountability in private security arrangements.
