This paper discusses the prospects of China and Russia using their economic influence over North Korea, as well as their open lines of communication with the country, to help restart discussions regarding Pyongyang's nuclear disarmament. In general, the author contends that the time is ripe for both countries to help restart talks. However, he also argues that both countries need to do more to create disincentives to prevent Pyongyang from maintaining its nuclear program and that the international community must do more to encourage them in this effort. Finally, he examines the importance of the relationship between national identity and the nuclear program in North Korea for the prospects of nuclear disarmament in the country.
