This paper discusses the potential regional implications of Japanese Prime Minister Abe’s proposed legislation to expand the Japan Self Defense Forces’ range of activities, including the ability to send troops overseas for collective defense. The author argues that the legislation could negatively impact Tokyo's already chilly relations with other East Asian countries. However, he also explains that the legislation could help Japan position itself as a proactive contributor to peace. For this to happen, the Japanese government needs to be able to convince its neighbors that the legislation is a pragmatic rather than revisionist move and increase its diplomatic outreach towards China and South Korea.
