This brief examines the number of foreign fighters who since 2011 have traveled from Morocco, Tunisia and Libya to participate in Syria’s civil war. In particular, the brief’s authors identify the fighters’ motives, the groups they join when they arrive, and what they hope to achieve in Syria and in their country of origin, should they actually return from the conflict.
