This paper argues that the Arms Trade Treaty (ATT), which entered into force on December 24, 2014, will indeed enhance arms transfer controls on a global level. For the enhancements to work, however, a number of the treaty’s signatories will need assistance to implement it properly. To aid this process, the papers’ authors 1) provide a framework that categorizes the areas where states may require assistance to fulfill their ATT obligations; 2) review the guidelines and ‘best practices’ which could help countries meet their obligations; and 3) identify the types of ATT-related cooperation and assistance that have already occurred or are taking place.
