This brief discusses the Kuril Islands territorial dispute between Japan and Russia, and in particular Japan's attempts to interpret its relationship with the Island's indigenous Ainu culture in a way that legitimizes Tokyo's claims on the two most southerly islands: Iturup and Kunashir.
