This report examines the uranium industry, changes in the uranium market and the evolving system of international treaties and obligations that regulate uranium production and trade. More specifically, the author discusses 1) the uranium industry, including levels of global demand, the history of uranium production, changes in the countries that supply and consume uranium, and corporate social responsibility policies of the major uranium companies; 2) IAEA safeguards and international obligations related to safeguarding uranium as well as their implementation; 3) the key issues involved in the security of uranium, including such risks as the theft and smuggling of uranium as well as threats to its physical protection; and 4) best practices in inventory and export controls that aim to ensure that safeguards and security obligations for the tracking of uranium are met.
