This paper explains that creating the ASEAN Economic Community at the end of 2015, ASEAN states will entail implementing trade controls, something which a number of countries in the region have been reluctant to do. The authors then set out what they see as the benefits of strategic trade controls and set out five areas which ASEAN countries should focus on when implementing such controls.
