This commentary argues that the post-Ukraine deterioration in relations between Russia and the West is having a negative effect on cooperation and security in the Baltic and Arctic regions. The sour relations, for example, have 1) undermined ongoing efforts to reform and expand regional institutions in the Arctic and the Baltic areas, and 2) increasingly militarized both zones. To avert further instability, the authors conclude, Western states must work to maintain at least some form of regional cooperation with Russia.
