This commentary focuses on the problems being raised by Russia's current reliance on information and psychological warfare. In particular, the commentary’s author clarifies 1) what psychological warfare entails and why it’s important to combat it; 2) Russia's concept of information security, which involves both promoting and protecting Russian patriotism and values (as defined by the Putin regime); 3) the role that information warfare tactics play, and have played, in the Kremlin's foreign policy, particularly toward Ukraine in 2014-2015 and Estonia in 2007; and 4) what lessons the international community can learn from the latter two countries’ experiences.
