This report describes how Yemen's post-2011 political transition was manipulated by political forces inside and outside the country, and the reasons for the collapse of the transitional government. The author discusses, amongst other things, 1) federalism as a model for peace and state building in Yemen; 2) the history of decentralization in Yemen; and 3) the winners and losers of the federal model. He then argues that unless future administrations prioritize basic services, including security and justice, healthcare and education for the entire population, no governance model will be able to provide a peaceful future for the country. Finally, he offers recommendations on how to address inequalities in the country in order to truly include all Yemeni voices in planning the future of the state and to address the grievances of different Yemeni groups.
