This commentary contends that the September/October 2015 spate of attacks by Palestinians on Jews, rioting in Jerusalem and the West Bank, as well as rocket fire from the Gaza Strip do not, as some commentators have claimed, constitute a new intifada. The authors point out that, unlike in an intifada, these attacks were not organized by central authorities such as Fatah or Hamas, but were carried out by individuals on behalf of local organizations. They then discuss the ramifications of this decentralization of responsibility for attacks and provide recommendations to the Israeli government on how to stabilize and de-escalate the ongoing situation.
