This commentary discusses the suggestions in Western media that the large numbers of people entering Europe from Syria in 2015 may be harboring Islamic State (IS) "sleeper cells". The author examines 1) whether these reports reflect genuine concerns; 2) the ramifications which these reports could have on political discourse in European countries; and 3) the longer term approaches which European governments could take to ensure that migrant communities don't become incubators for potential radicalization.
