In order to both rationalize and secure worldwide maritime activity, this commentary calls for better collaboration and information sharing among nations, which might include detecting, tracking, and interdicting nearly all vessels approaching coastal areas. Two steps in the right direction would be to rely on space systems to track ships and to compile single integrated ‘look-out’ lists.
