This report explores the struggle between Libya’s two rival governments and parliaments, and the armed groups that support them, to control the fractured country’s oil sector and financial institutions. Because the text’s authors specifically worry about the continued financial deterioration of Libya and the grave humanitarian consequences that could follow, they close with specific recommendations on how to forestall these possibilities.
