This report lays out two scenarios where political conflicts in the Nordic/Baltic region could lead to war between Russia and NATO, including the possible use of nuclear weapons. To avoid the devastating costs of such a confrontation, the report’s authors propose that 1) NATO strengthens its conventional capabilities to defend the Baltic States, and 2) the region’s stakeholders establish a Nuclear Weapons Free Zone.
