This brief argues that incumbent President Lukashenko will win the Belarusian elections in October 2015. His victory, however, isn’t going to stop the country from gradually conceding key elements of its sovereignty to Russia, primarily because of Minsk's massive economic dependence on its neighbor. Despite this truth, the EU should nevertheless continue to engage with Belarus on trade, the promotion of economic reforms, and education.
