This report 1) focuses on the roles technology and innovation play in sustaining US military power, and 2) argues that the country's military advantage over others – particularly in the case of technology – is rapidly eroding. In response to the latter problem, the text’s author recommends ways to rebuild America’s military advantage, particularly by rewarding experimentation and innovation, and ensuring strong civilian leadership in the development of military technology.
