This report does indeed detail the hostile use of drones by non-state actors against British targets. The text's authors initially examine the design and capabilities of over 200 current and future unmanned aerial, ground and marine systems, including three attributes that define the threats they pose -- payload, range and imaging capabilities. The authors then assess the use of drones thus far by non-state groups, including terrorist organizations, insurgent and organized crime groups, corporations and activists. Finally, the report writers recommend ways to mitigate drone-based threats, which include specific regulatory and active-passive countermeasures.
