This research paper looks at how transnational organized crime (TOC) affects economic and human development, particularly in fragile and conflict-affected states. More specifically, the paper 1) explores four types of threats that TOC poses to weak states, both in general and in three states (Guinea, Liberia and Sierra Leone); and 2) identifies the ways in which development cooperation can fight TOC-driven threats.
