This paper tells EU leaders what they should do to ensure their pending Global Strategy on Foreign and Security Policy is a success. (The policy is due in June 2016.) According to the text's authors, the leaders need to 1) prioritize Brussels' values-based agenda; 2) reconcile its values and interests in a more realistic way; 3) ensure the Policy's security section remains firmly centered on Europe; and 4) perform a “global reflex” across all EU institutions, and thereby make Brussels an adaptable and comprehensive power.
