This paper focuses on the roles played by parliamentarians in reassessing and building security in Europe. More specifically, the text’s author 1) highlights the lawmakers’ expectations and capabilities; 2) identifies the tools they have available; and 3) recommends ways to increase their effectiveness. The author then provides case studies that illustrate the powerful influence that parliamentarians can have over security issues. Finally, he proposes three specific ways they can help build cooperative security in and for Europe.
